Rupnagar district came into existence as an independent session division on 1 August 1972 with Shri. Harbans Singh serves as the inaugural Senior Subordinate Judge and Shri. O.M. Saini was appointed the first District and Sessions Judge. Initially, the District and Sessions Court operated near the Sirhind Canal, while the subordinate courts were located in Central Ropar. However, all judicial proceedings were later shifted to the newly constructed Judicial Court Complex within the Mini Secretariat, which has been operational since 10 June 1983. The original court buildings have since been demolished, and their historical significance is remembered through oral traditions. According to local elders, these structures were originally constructed as residences for British officials before being renovated as judicial courts.
The establishment of the Bar Association in Ropar lacks authenticated documentation. As per senior advocates, Sh. Hazura Singh became the first President of the Bar Association in 1967. Noteworthy legal luminaries emerged from this association, such as Sh. Parkash Chand Saini and Sh. Dev Raj Saini, who later served as District and Sessions judge in Ropar. Some members, like Giani Rajinder Singh, participated in the freedom movement against British rule and later served in various political capacities. Sh. Madan Mohan Mittal, a current MLA, held ministerial positions in Punjab’s government, exemplifying the multifaceted contributions of Rupnagar’s legal community to society.
